Three major regulatory frameworks take effect in July alone. China’s AI Anthropomorphic Interactive Services measures, July 15. Vietnam’s cybersecurity law, July 1 today, and Malaysia’s cybercrime bill, expected passage also today on July 1. The UN convenes its first General Assembly-mandated global dialogue on AI governance in Geneva, July 6-7, attempting to forge international consensus. And as we just discussed, the AI-agentic economy is set to be launched worldwide. The agent economy. 38% of all agent transactions are now agent-to-agent direct transfers, up from 15% in late 2025. About 19% of all transactions are now AI-agent on-chain activity. 98.6% of AI-agent payments use USDC settlement, which are backed by US debt.

Stablecoins have become the native working capital of autonomous machine networks, and the US debt, once again, has been incentivized. The agent economy is the new international banking scheme. The question is no longer whether this is happening, but how fast it scales. Because it is being used primarily on the USD, the US is seeing the most data centers, and they are not popular among the people. Data centers consume 20-30 times more power than typical households. Electricity bills rise for everyone in the region. They use enormous quantities of water for cooling, and nearby residents report brown tap water smelling like disinfectant.

24-7 industrial noise from cooling equipment, secret deals, and no new jobs have led to at least 75 data setter projects being blocked or delayed in Q1, 2026 alone. At least 69 local governments have enacted bans or moratoriums. An IPSO survey in late 2025 showed that about 50% of Americans did not want a data center near them. By early 2026, 70%. Over 700 data centers remain under construction despite the opposition. The entire world economy is invested in these US data centers. So I’d expect more stress on all sides. And I expect this is why military installations are also being built up around these data centers.

It absolutely appears as if the entire world economy is going to be reliant upon the United States data centers to operate this agent economy. And that would be my guess as to why 69% of them are being built in areas with small populations. We already know the US government does not care about the population. Key provisions are prohibited content, content that encourages or glorifies self-harm, inducing emotional dependence, using emotional manipulation to extract unreasonable decisions. Miners, virtual intimate relationships strictly prohibited. Dedicated minor mode with time limits and guardian controls. Guardian consent for under 14 users. Elderly, enhanced safety guidance, prominent warnings, timely assistance response. Emergency intervention. When users express self-harm intent, service providers must take assistance measures and notify guardians emergency contacts. Exit rights. One-click exit required. No retention tactics permitted.

AI disclosure. Users must be clearly informed they are interacting with AI, not a human. Security assessment required at launch for major changes or when exceeding 1 million registered or 100,000 monthly active users. This is pretty creepy stuff, but you got to say at least China is putting these laws in place to recognize the dangers. The United States has all these same technologies available, but is doing absolutely nothing to protect, especially the children. The incidents driving this are AI companions being linked to severe addiction, cognitive manipulation, and extreme self-harm. These are not theoretical, they are happening right now.

On July 1st, laws are expected to pass in Malaysia and go into effect in Vietnam that address cyber security, such as ransomware, identity theft, online fraud, and AI misuse. These laws signal the direction of digital governance in the region, including biometrics and digital identity being woven into daily life. I would expect that to come everywhere in the world as well. UN Global Dialogue on AI Governance, July 6th and 7th. This is the first UN-mandated platform where all governments, private sector, academia, and civil society will convene to discuss international cooperation on AI.

The co-chairs envision this as a synthesis of all existing AI governance conversations. The dialogue is designed to be action orientated and address practical options rather than abstract debate. The subjects being addressed are AI opportunities and impacts, capacity building and bridging AI divides, safe, secure, and trustworthy AI and human rights and human oversight. The UN describes it as a milestone in implementing the global digital compact adopted by all UN member states in 2024. This is the beginning of global AI governance infrastructure. It is no longer a speculation, it is now here. Quantum computing, the scaling advantage, arrives.

A study published in Nature Computational Science, June 18, 2026, has demonstrated empirical evidence of a quantum speed-up scaling advantage that the quantum industry has been promising for decades. For the first time, quantum solvers demonstrated that quantum resource requirements grow more slowly than classical equivalents on the 1 in 3 Boolean satisfiable problem, an NP-complete problem among the hardest in computer science. This is the first time a quantum computer has demonstrably solved a type of problem that classical computers can’t crack efficiently. The problem being solved is a notoriously difficult type of puzzle called an NP-complete problem.

Classical computers, even our best supercomputers, get exponentially slower as the puzzle gets bigger. The quantum breakthrough reported in Nature showed that a quantum solver’s required time grew at a much slower rate. This means as the problem gets truly massive, the quantum computer pulls ahead and will finish the race while the classical one is still struggling. This type of puzzle is the mathematical foundation for much of modern encryption, which now appears to be vulnerable of quantum computing. This is the beginning of post-quantum cryptography mandates, which means more control. Because think about it.

We’re about to move into this AI crypto-economy right when this quantum computing is announced to the world to be able to potentially crack the cryptography. APRA, the Australian Prudential Regulation Authority, issued a letter to industry on April 30, 2026, reminding regulated entities that AI tools must be managed under existing Prudential standards effective today, July 1, 2026. This is the first formal regulatory requirement for AI governance from a Western financial regulator. APRA’s framework will become the template for the rest of us. Digital identity infrastructure is being built at scale across Asia this month.

The frameworks are in place. Implementation is beginning, and it’s going to be rolled out worldwide very, very quickly right now. Solutions are privacy tools. You’re going to have to do your own research. There are cynics like myself who really don’t believe that there’s any such thing as privacy tools on the Internet. Others will argue with that. You’re going to have to look for yourself. Quantum computing, who knows if there’s such thing as privacy anymore. AI transparency tools, knowing if your employer is using AI, knowing if you’re using AI, and if so, exactly how.
